Born on the rez in Canada, Chogan finished high school unsure of where he wanted to go next. He drove down into the United States, gaining citizenship legally before taking odd jobs where he could find them. Eventually he decided to join the Army Rangers wanting to be a sniper but his eyesight was not good enough so he became a spotter and he served 4 years before taking a shot in the back where he spent nearly a full year in the veteran's hospital recuperating before being sent home.

When he came home he joined the Police Academy in Los Angeles and spent the next 5 years climbing the ranks before he joined the Marshal's service as a Deptuty U.S. Marshal, being transferred across the country to Liberty City where there was a shortage of lawmen. He is a by the books man of the law and prefers having his prisoners face the justice of the law.

Chogan is his given Algonquin name which means; Blackbird, though when required his legal name is Marcus Shepard.
